age depends on the car rental company.  some charge extra per day if you are under a certain age.  but i believe you still need to be at least 21 to rent.  also, you need an international drivers license, especially if all you have is a state license.

renting a car depends a bit from the car rental company. it can be 23, or 21, or even 18 in some cases. but usually you must have at least the driving license since one year and have your own bank account. and 21 is the most common.
