to work in ca. you have to be 16 years old, but if you are under age 16-18 you need a work permit. I worked at j.c.penney's when I was in my 20's as a gift wrapper. they hire in late oct.-mid nov.

my sister  worked in a JCPenneys 2 years ago when she was 16 she said most of the people theres were 17 years old or older

18 but sometimes they accept 17 yr olds they used to accept 16. it is easier if you are related to someone that works there.
