How one can make a orphan center?

I want to make a orphan center where i can take care the orphans of my near by area. But i do not know how to make it.And what is it procedure & how can i run it?

if in india - easy.  get a house, then call the social welfare to come and start putting the orphans in.  get them to do work / discipline etc - authority will be happy and will help in registration.  

then get sponsors fr local rich people and organizations

get orphans to have virtues [www.virtuesproject.com] to impress authorities who will come and check
