  3. It really needs some help from another person.  You can use paper mache or buy the real plaster bandage material at a drug store.  Getting the real plaster bandage off is tough because it is really hard when set and is normally cut off with a rotary saw that oscillates so it cuts hard stuff but if it gets to the skin, the skin just move back and forth.

Normally a cloth sleeve is pulled over the arm for comfort and so moisture can evaporate.  Short term, a plastic bag would be a good idea.

Plaster bandage is gauze and plaster and you soak the roll in a bowl of water then unwind it while winding around the arm.

Wall paper paste or flour paste can be used with newspaper strips which are soaked, pulled fairly clean between a couple of fingers and wrapped like bandage.   Don't make it too thick so it will dry, perhaps with assistance of a hair drier, and use bandage scissors or other blunt tipped scissors to cut a slot up the inside where it will be against your body.  Add more thickness if you wish without overlapping the cut.  Let it get completely dry.  Paint it with white paint to look like plaster.

You could add a thin layer of plaster bandage an hour or so before the party ("I just broke my arm, but had to come.") that would give the appearance, close the cut seam, and still be possible to cut with heavy scissors or tin snips.

Paper mache can be done with flour, water, and strips of newspaper. It takes a while to dry though (overnight?), and you have to have something to apply the newspaper strips to (and then you have to be able to get it off and onto your arm). I've done it with a balloon before, and then popped the balloon afterwards. Overall this doesn't seem like the best option.

Anything that involves glue or paste is going to be a pain to apply, messy, uncomfortable, and difficult (and possibly dangerous) to get off.

Just go to a pharmacy and buy some wraps, whatever color or texture you think will look good. It won't be hard, but it will be suitable for a costume. You could even bring a marker and let people sign it.
