Konami does not accept suggestions. Why? Yu-Gi-Oh cards are created by professional card designers and it isn't a fast or easy process. Konami collaborates with Takahashi and Shonen Jump(who own the franchise) on the development of the card game in relation to the manga and anime. So the cards you see today are likely the result of a year or so of development.

Don't be discouraged though. Keep creating cards and playing the game. The more you play, the better you'll be at making cards. People have gone from amateur card designers to professional before.

P.S.-Don't bother sending anything to Upper Deck. They don't create many cards and what they do make is sent over to Konami for approval before its printed.
