How or who do you call to dispose of a Heating Oil Tank in Basement?

We are upgrading our furnace and getting rid of oil and putting in a heat pump. Our heating oil tank is in our basement and has very little oil left in it. The tank will be useless and take up space. I'd like to get rid of it but have some questions. Can I dispose of it myself? Or by law do you need to get a company to dispose of it? If so I live in the Philadelphia Subburbs could you recommend someone? and how much would it cost.
