  1. First of all, yes filling the lungs with air will make you more bouyant.  However, this is definately not the way to float.  You have to breathe at some point.  Second, floating has nothing to do with sculling water with your hands or kicking your feet.  That is not floating.  Floating is the ability to lay still and remain bouyant.  The head is crucial in this.  for a back float, chin up to the sky is very important.  belly up too.  if your legs sink then it is due to a difference in your center of mass vs your center of bouyancy.  draw your arms around and over your head (in the water) and tuck your feet under your bum while keeping your knees in the water this should correct the problem.  I must say, however that some people do float underwater and some can not.  I, myself,  have yet to truly meet anyone who could not.  I find their skills to be lacking, not their ability to float.  You can test this by curling up in a ball and wrapping your arms around your legs to see what happens.  Your body will naturally float to the level of bouyancy it has.  If you float on the surface, then clearly your technique is at fault.  Rememebr, if your ears are out of the water, your head is not back far enough and if you lift your arms or legs out of the water you will sink.  Good luck.

  2. It´s basically similar to a boat, you got to be lighter than water. If you fill your lungs properly you will have more air inside of you, which is lighter than water. You have to combine this principle with the movement of your limbs that will make you stay in a certain point of the water or they´ll make you move.
