How safe is Belize for a single women with a small child to travel in alone from the USA?

You should be safe enough.  Just stick with the tourist areas, and don't go off with any strange people, or to any strange locations without someone you know with you and your child.  Traveling in Belize requires common sense, just like in the U.S.
