EV train his Sp Atk. so kill loads of Ralts it think but in Pokémon Diamond or Pearl give him a Power Lends

first i'd put him in the Daycare center or give him Rare Candies until at least level 15 (makes it easier to kill things, and Daycare and Rare Candies won't mess with your EVs)

then, as for what to kill, it depends on what EVs you want.
