How should I conduct a petition to have a nominee besides Obama & McCain on the ballot in TX?

Just have people sign a piece of paper? Do I need anything else?

Texas Election Code § 52.003 describes the obligation of elections officials to add persons' names to the ballot.

Texas Election Code § 192.033 describes certification for placing presidential candidates' names on the ballot.  Note that certification must be 62 days before election day.

You should begin taking action months before an election to assure your candidate is on the ballot.
