How should I dispose of my old TV that doesn't work anymore?

Defiantly don't just throw it away.  But i think you need to find a specialized recycler (Cities don't get involved) and I think they will charge a minimal fee to do so (and you'll still feel good about it too).

Call your local city refuse collection department.  They no doubt have recycling locations for "electronic waste".
