How should i tell a boy i like him? if i should? ?

i met him fall in 2007 and we became really good friends and i liked him for a little while then

then we didnt talk that much for a few monthes and now we have little few day stages while we talk but then we sorta drift away

but we hung out yesterday at a party and i realized that i liked him again but i think he likes one of my best friends (who says she doesnt like him back),

so how should i tell him when the times right?

Well if you really like this person you should just tell him. If doesn't like you back then move on there is always someone else. What if someone likes you and you are not interested, think of it that way. He may not be interested in you at all, but then again he might surprise you. Some guys are like that. Well I hope all goes well for you in the end.
