I dont think she needs anything on her face itself. Not even powder. On her eyes I would use natural earth tones, browns, deep purples, etc. I would not use blush on her cheeks either...her skin is very pretty. I would add a light pink lip gloss, no lipstick or lip liner, and a touch of brown mascara on her top lashes only. If she puts it on her bottom lashes, it will look too heavy.

Face: Don't use foundation, because it will cover up all her freckles and look very cakey. A sheer cover-up will be satisfactory when it comes to covering up zits, because the acne will blend in with the freckles and be less noticable.

Cheeks: A light peach on the apples of her cheeks will be most complimenting to her skin tone

Eyes: Pastels in the day (lavender, peach, and green will be best), and colorful eyeliner at night (a bold purple will be awesome!). Mascara will make her small eyes look bigger.

Lips: Chapstick first (to make gloss last longer) and then lipgloss. Sheer with some some shimmer for school, but a dark pink on the weekends or at night will make her look more confident and will make her teeth look whiter.
