Most of these states use more fuel than other states.

  1. Shouldn't the first word of your question be "Why", rather than "How"? You are assuming that offshore drilling is a good thing. In general, I agree with you, having spent many happy hours fishing the rigs in the Gulf of Mexico. However, you don't own the state in question. It is not your decision to make. Now, if someone said that there was oil in your back yard and wanted to drill for it, how would you react? What about the next-door neighbor's yard?

  2. Are you talking about punishing the people who populated the State?? How to punish State since a state is just an object ..you should punish the leaders of the state as they are the people who make decisions...

  3. In the first place, you need to start with Congress, but the way that you punish states that don't permit off shore drilling, you don't let them have any oil spills on their beaches.

  4. How convenient!

Pollute our coasts so all inland states reap the benefits. Us coaster's get stuck with the pollution and cleanup costs. You have your question backwards.

    It should be:

What incentives can we give coast states to allow us to drill on their coastlines?

My answer would be "give them a bigger share of the taxes collected, so that sooner or later when there is a spill they won`t go crying for cleanup disaster money. Just an idea, I`m sure someone can come up with something better.
