They should be aligned with the scope and sequence of skills for the subject they are teaching and be based on the student's needs.

Assessment is given prior to instruction to determine need.  Objectives are formed to state what the child will learn based on their assessed need and in relation to the scope/sequence of skills.  Then the strategy that best fits the student's way of learning and the skill to be taught is integrated into the instruction.  After instruction and practice, the student is re-assessed to determine if they learned the skill they were taught.
