How should you dress in Santander, spain?

I am going in July.

What kind of clothes do people wear? (shorts, capri's, skirts)

what will the temperature be?

i say  NOTHING. probably the best way to go

If you are just summer visiting...shorts are ok during the day, and capri's or skirts in the evenings... If you are doing higher level stuff, such as classes (I just answered your Santander-Malaga question), shorts would not be too well looked upon in a classroom... But definitely casual summer wear, nice but comfortable.
