How shuld awareness on disasters made possible?

if a regoin is prone to cyclone, what are the ways through which we can spread awareness to the people?

TV, radio, billboard, newspaper....But really, what happens is a storm comes in and the locals start talking about it, predicting if there will be one, and discussing previous storms, and you get a pretty good idea of what can happen.
