How so that the Indonesian citizen could have the credit card capital one ?. At the time of this Capital One only served the application of the credit card for the United States resident then ?

  1. If they are only allowing US citizens to get the card at this time, then you can't get the card. There is nothing you can do, unless you want to become a US citizen.
