  3. Processing power isn't quite there yet, but once a computer is designed that learns rather than being programmed, then we need to worry.

  8. For a question of this magnitude, you can only speculate and try to make qualified guesses to describe possible situations. Moore's Law in says that computer power rises exponentially throughout the years. A concept tied to Moore's law is Technological Singularity, which tries to establish a point at which AI becomes self-aware and humans can no-longer match them. Even with all of this information and all these theories, there is still much left unsaid, and with the possibilities of Quantum Computing knocking at our doorstep, it can be a matter of only a few decades, but since there are possibilities of devastating nuclear wars erupting (The Doomsday Clock is currently at five minutes until midnight.) stopping technological progress, it might actually never happen.
