How specifically do I go about requesting pork barrel funds for my Climate Control project?

I am a senior in college and I would like information about how to properly request congressional funding for a feasible program to significantly reduce greenhouse emissions.

How does one get plugged into the earmarks / pork barrel monies appropriated by Congress?

Research guidelines of existing green operations.  Mimic or clone their paperwork and applications.

you would need to talk to the people that are in those specific committees. that they know their way around, then if they like it they will porkbarrel on it. hope this helps
