I think there are two considerations when ensuring inclusion... Development and culture.  First, make sure that there are developmentally appropriate activities for the children.  Too easy, and they'll get bored.  Too hard, and they'll get frustrated and/or stop trying.  This is true for any age - newborns to elementary schoolers.  Secondly, make sure diversity is represented to make a child feel welcome and included.  Even babies understand diversity - here's an example: We have a child with a mother who speaks very loudly, I'm guessing it has something to do with their culture.  When we speak gently to the child, it doesn't seem to have as much of a stimulating effect as when we mimic her tone and pitch of speaking.
