How strictly enforced is the drinking age in Toronto?

well its not gonna be enforced if you don't get caught. i wouldn't go walking around town with a beer in your hand but drink responsibly and you should be ok.

In public, very. In a private setting like a backyard bar-b-que, none....unless you do something stupid that will attract attention to your get-together.

Being a previous nite club (part owner) I can assure you the drinking age is enforced striclty in Toronto.  Some Nite clubs won't allow you if if you are under 21. (a few of them not all)

If you look under 25 the beer and liquor stores must ask you for ID.  But I can ensure you this also, many nite clubs will not risk serving any underage drinkers.  And drinking in public is a strict no no.
