  3. less than 4 feet 9 inches.

  4. You have to be handicapped to get a handicap sticker/plate/placard.  Most little people are not handicapped.  Being a little person is not, in and of itself, a handicap.

  5. Usually, a doctor need to sign off on the form to get a handicap parking permit. If a doctor feels that you don't need the permit, they won't sign off on it. The following mobility guidelines warrant a parking permit (it varies some from state to state):

    (A) cannot walk 200 feet without stopping to rest;

    (B) cannot walk without the use of or assistance from an

    assistance device, including a brace, cane, crutch,

    another person or a prosthetic device;

    (C) cannot ambulate without a wheelchair or similar

    device;

    (D) is restricted by lung disease to the extent that the

    person’s forced respiratory expiratory volume for

    one second, measured by spirometry, is less than

    one liter, or the arterial oxygen tension is less than

    60 millimeters of mercury on room air at rest;

    (E) uses portable oxygen;

    (F) has a cardiac condition to the extent that the person’s

    functional limitations are classified in severity as

    Class III or Class IV according to standards set by

    the American Heart Association;

    (G) is severely limited in the ability to walk because of

    an arthritic, neurological, or orthopedic condition;

    or

    (H) has a disorder of the foot that, in the opinion of a

    person licensed to practice podiatry in this state or/ and the physician’s or podiatrist’s signature. The

    prescription may be on a prescription form or on the

    physician’s or podiatrist’s letterhead.

    If you are legally a dwarf but have no mobility issues, then your doctor may not sign off on  the handicap pass.

    Little People of America (LPA) defines dwarfism as a medical or genetic condition that usually results in an adult height of 4'10" or shorter, among both men and women, although in some cases a person with a dwarfing condition may be slightly taller than that.
