  1. it doesnt have to be tall. in fact, its discouraged!


  2. 45 linear inches (length + width + depth), with the biggest dimension 22 inches, is the standard, but some airlines allow a bit more.  For example, US Airways allows 51 linear inches, with the biggest dimension 26 inches.  Check the airline of choice's website to find out what their policy is.
