Plz I need an accurate and elegan answer cuz I have to do this for my ONU speech =S and I really need help!

  1. terrorism is nothing new in this world. Before AlQuaeda there were the Assassin sect, various revolutionnary and anarchist movements and the very widespread pirate activities

    the main effect has been the strengthening of security forces. More and more specialised forces are created and- truth to tell- they are vastly more effectve than anything the world has seen before

    the main problem is the nature of terrorism. the method is to scare the majority into doing the will of a tiny (but very determined) minority. In order to achieve this "persuation" the terrorist has to persuade the people (which is difficult) and the politicians (which is much easier) that they have no choice but to agree to the demands

    please note that the use of terror in order to gain power is not a new idea- the Mongols, Huns or communists have all used these metods - and successfully. However all these movements had real military power. What the terrorists are trying to do is to fake military strength by the use of scare tactics- specifically brutal methods, attacking prominent targets or by attacking completely random ones

    The end result is rather easy to see- p****y flourished despite protection payments. It ended once the merchants armed their ships and started fighting back. When the navies pitched in, and went after their bases - suddenly there was no safe place the pirate could rest, train or repair his ship.

    Sure, it took more that a few years to achieve. But it made the seas safe for centuries - until our more politically correct methods helped re-create the problem.
