How to Build a salt water pool chlorinator?

I want to build a salt water pool chlorinator for a school project it doesn't need to have the measuring functions just be able to change Salt to chlor . Can anybody tell me about the Voltage or the Current that i have to use to make the Silver&Copper to produce ions.And what kind of measuring to see how much salt was in the water before and how much chlor after is in would be best.

  1. titanium plates 1/16" thick about 1/8" apart with 24 volts andsalt levls of 3000 ppm with water flow should produce chlorine
