How to Build a salt water pool chlorinator?

Question

I want to build a salt water pool chlorinator for a school project it doesn't need to have the measuring functions just be able to change Salt to chlor . Can anybody tell me about the Voltage or the Current that i have to use to make the Silver&Copper to produce ions.And what kind of measuring to see how much salt was in the water before and how much chlor after is in would be best.

titanium plates 1/16" thick about 1/8" apart with 24 volts andsalt levls of 3000 ppm with water flow should produce chlorine
