How to Find Good Quality Programmer, Designer and Online Marketing gurus in India?

Question

Some of the consulting work I get does not require expensive US freelancers to complete and can be easily sent to a guru overseas for less money. While I have contacts in the industry in the US, I don't have any idea how to make the same contacts overseas. Any advice?

Gee.... thanks.  No wonder after over 19 years as a programmer, all the jobs are gone.
