I would get a new one, it is very easy and only a few bucks. You need to contact the county recorders office in the city that you were born. I just had to do this to get a passport.

Yuck!  Don't even try.  Apply to the Board of Health in the town in which you were born for a sealed copy.

Oh, no, I'm sorry. If you want to save it, instead of getting another copy, you may want to have it professionally done. I know there are people specially trained with special equipment that could do a much better job than us mere mortals armed with a liquid disinfectant and crossed fingers.

Very carefully rinse it with warm water without much rubbing. Then let it dry.
