How to I receive and boost a neighbors internet signal?

My brother was at my house and he used the neighbors internet connection to get online with his laptop. The signal is very weak though. What do I need to purchase to access this signal with my desktop & get a better signal? If I purchase a laptop, how do I boost the reception with it?

Is it illegal or wrong to use their signal?

Using someone elses wireless network is illegal and punishable by law. Get your own ISP.

It's both illegal and wrong...it's stealing.

Using or "Piggy Backing" onto your neighbors internet signal is illegal.  It's called "Theft of Service" and is punishable by lay.  It is easily detected by the signals owner.  Just get your own internet connection and don't steal.
