How to Stop Dog Barking?!?

My dog ALWAYS barks..now i have a pomeranian, so those are the type of dogs where when they are puppies u have to teach them not to bark otherwise they will bark ALL of the time when they grow up. My dog is a puppy..and yes i know that puppies usually bark and all that, but i've been trying to teach her not to bark; saying "no" firmly like that, but she thinks I'm playing and just ignores it...or if i say"no" she just barks even more...almost like she's talking back....and she contantly barks. So is there any way that i can't teach her not to bark???..i know that she is a puppy and she is playful and her mind hasn't matured, but i dont want her to grow up thinking its all right to bark. So what are some successful tricks to help teach a dog not to bark???

I asked my neighbors to quiet their dogs down and they agreed.  The dogs are still barking at about the same rate so I am sure that they did not take me seriously.  

After weeks of not being able to sleep, I decided to check the internet and found a lot of people that recommended "The Barking Dog
