How to Visualize Seeing my friend again?

I want to use the LOA to attarct this one event. If I'm going to visualize something, I need to do it so I know exactly where i want it to happen and whether I'm sitting or standing. If I know the time, place, and moment of the event the the Universe will mirror back my thoughts and feelings. But isn't all this for the Universe to decided, where it will happen?

I'm supposed to let the Universe decided how, and where it would happen. Or since I'm visuallizing it, do I decide? I want to attract the moment my friend, who I haven't seen since Jaunary, and I see each other somewhere. I know I can't use the Attraction's Law to control people but I'm just trying to draw the scenerio.

The LOA are visualizations of the mind and the imagination, and are not the province of the physical world.

The LOA apply more to manipulating the present or the Now, rather than making specific events happen in the future.
