How to a make a perfect script outline?

I'm writing a script (it'll be a teen drama/horror/mockumentary) and i want to know how to make the perfect outline for it.

also, in the story theres a mass death scene: what would be a good way to kill a large amount people? (it has to be slow, yet you don't know whats happening until it hits you.) thanks!
