How do you learn what chords to use when to use it?

The way you learn is to study Chord Progressions. Playing guitar is not something you can learn overnight. It takes many weeks of practice just to learn the simplest of songs.

If you are not planning on taking lessons go get yourself a chord chart.

Start with Country or Blues as they are usually 3 chords.

If you want to learn about music in depth see if your school offers a Music Theory class. Then you will know how to combine chords properly.

really, its best to look at the phrases in the music, and look at the notes in different chords. If you have no music, if your playing with someone, experiment, play a chord "nope sounds like c**p" then play another "ya that sounds cool!" if there is another guitarist, ask him/her what notes or chords their playing. its all a matter of notes and experimenting. good question.
