If you want those features on a website you will need your hosting provider to offer you features like php, pearl, cgi or other extensions.  One of the major portal sites you can run is called phpnuke.  You can also head over to opensourcecms.com and look at all the portal software that is available.   But it all comes down to your hosting provider and if they allow you access to those features.
