How to adjust energy efficenty to my unique situation?

I rent a house in New Orelans, Louisiana. As everyone knows it's HOT!!. I have a slum lord who owns the house and has installed an inefficent central A/C unit. It's atleast a ton under what it's suppose to be. The house also needs to be reinsulated. So to help with my heat problem I have a 10,000 btu energy saving Window Unit in the living room and 5,000 btu in the kitchen that is only used when we cook. I work nights and my fiance works during the day. That means the house has to be tolerable at all times, for her more than me. My most recent bill is $257 which is WAY more than what is typically is. This time of year it's around $180 w/o the window unit. I was running the unit in the living room during the day while I sleep to assist the central air unit because if I don't the house will reach 80*. I'm wondering what would be the most efficent way to keep my house tolerable enough and keep my energy bill as low as possilbe?

ps -- It has an EER of 10.8

  1. Gets pretty hot here in Austin, TX also. We run the house at 78 and use ceiling or pedestal fans. The fans don't make it any cooler but the air movement makes it feel cooler and they're sure a lot cheaper than turning the thermostat down. We only run a fan if we're in the room.
