How to adopt a famliy member?

my nice has been put in a foster home her older brother is 3 he pulled her off the bed and now both her legs are broken and 1 of her ribs are to. social sevices took her away .my mother dose not want her to be adopted by a stranger. so she wants to adopt her

please help her now. she is 3 1/2 months old

The state will need to do a few things first.  There will be a period of time when the #1 focus is reunification with her parents.  If her parents complete the tasks set up for them by the caseworker, they will most likely get their daughter back.

If they fail at these tasks, the state will terminate parental rights, and then the caseworker will write a bulletin, which will get sent out to potential adoptive parents.

If your mom wants to adopt this little girl, she will have to go through the adoption process through DHS, and she will need to contact the girl's caseworker.  

ETA:  I missed that she was your niece.  The caseworker should contact your mom anyway, but just to be sure, tell your mom to contact the caseworker to let her know she would like to be a resource for your niece.  Your mom will have to go through the same procedures listed above, but your family should be given a chance to adopt your niece.  They try very hard to keep kids with their own family.
