Well it is the combination of many things:

1. SEO:

First of all you should have a website and implement proper SEO on your site, If you are going to start the development of a software it is better that you get the domain and put some information on the site because it takes few months before the search engines properly index your site and send traffic to your site. Search for SEO Optimization and you will find many articles about it.

2. Adwords

Buy adwords that you think are the most relevant to your software.  You should spend some money to promote your website and targeted adwords are the best way of doing that.

3. Nice and professional website

Whenever I search for a solution and come across a bad designed website I run away without evaluating the solution, you should ensure that your site has a proper design and people can easily download and evaluate your solution.

4. Write about technologies

You are using different technologies and you find some problems and solve them in regular basis, probably many other people had or will have the same problem blogging or answering question about those problems will send traffic to your site and will help the community. Even if you are building some frameworks on top of your product that are not core to your product give them away as an open source solution. For example I remember that I was in a company that was producing Product Information Management solution for big retailers, as part of our solution we built some nice UI component that was not core to our business at all, I couldn't get the management approval to put them on the net as an open source free beer but these practices can direct traffic / reputation and revenue toward the company.

5. Have a good software

Best advertising mechanism is user satisfaction. Make sure that you have a software that people enjoy using it and recommend it to their friend. Instead of putting all the features in the world in to your software, perform some usability test and bundle a great user interface on top of your application (iTunes is a great example here)

6. Do business social networking

go to exhibitions and give business card to people. Find the most relevant seminars and attend those seminars even try to sponsor some seminars of you have the budget for that

7. Don't give up

Like any other business, it will take time until you build the trust in your brand so focus on your product and customers and don't give up.

Getting a top ranking position for your website would bring a vast number of potential customers. Unfortunately for you, software related searches is dominated by the big boys like Adobe etc. So trying to compete for a top position for keywords like "software" would be a major ask if your site is relatively new. There is hope though. There are in fact thousands of software related keyword phrases available which would bring in less customers but still a substantial amount.
