How to alphabetize cross-references?

Question

I need to know how to alphabetize a cross-reference. for example, the original name would be Thomas Warren, (that would be alphabetize under "w" for the last name), but if the cross-reference is Warren Thomas, would that be alphabetize under the letter "w" or the letter "t"?
