How to apply for Dual Citizenship?

I want to apply for dual citizenship to the Philippines so I can attend the University of Philippines. I was told to do this because the paper work will be less. I can't apply for dual citizenship under the Republic Act No. 9225 because I was not born in the Philippines. I have a parent who was born in the Philippines so that's why I can apply for dual citizenship. I contacted the Philippine Embassy in the US and I didn't get an response. I researched on the internet and I kept getting information on RA 9225. Can someone give me the correct procedure and the link to the application? Also, I need some scholarship application info as well. I did contact the University of the Philippines by email but I didn't get an response.

Since you were born in the USA and your parents are Filipino and were born in the Philippines, you need to determine if they reported your birth to the Philippines Embassy or Consulate. Ask your parents if your birth was reported to the Philippines Embassy or Consulate in the states. If they did report your birth, National Statics Office (NSO) in the Philippines should have a record of your birth and you can use those records to obtain dual citizenship through the Philippines Embassy or Consulate in the states or you can also take care of it out the Philippines Bureau of Immigration, in the Philippines..

If your parents did not report your birth to the Philippines government, you will need to prove to the Philippines government you are entitled dual citizenship.
