  1. You don't "sign up".  You contact the manager, explain who you are and tell him or her about your band, and ask if they would be interested in booking you to play.  You should find out about the local venues before calling, and what kinds of music they feature so that you don't make the mistake of trying to book your heavy metal band to play at a folk coffeehouse, for example.  You'll also need to find out if the venue pays performers and how much, so you know what to expect.

  2. If your band is not known:

Make a recording or better yet a Video.  Contact the owner or manager of the Venue.  Ask them what the requirements are.

    Do they Hire groups?

Do they rent out the Venue?

Do they have a share the profits? I am sure they are there to make a profit.

You have to ask them.  Offer your recording for them to hear or see.

    Good Luck
