How to be a legal carer of my neice!?

I want to take care of my neice but without removing my sisters parental rights. My neice will be living with me, as agreed with her mother (my sister-who is alive) for very long time hence, a permance of regularity. what i want to know is how do i become her legal carer.

just to get partial custody of her or be her legal guardian so you can sign things for her? I would assume that you can just go up to friend of the court with your sister & explain what you want to do and it should be fairly simple seems how your sister is willing.
