  1. There are 2 PGA members, one for club golf pros and assistants and the other for  players on the PGA tour.  In order to be a playing pro one has to go through qualifying school and be one of the top 15 and you will be issued a card. For those playing on the tour one has to stay within the top 135 on the money earnings list to remain on the tour for the following year. Those who do not can continue on the Nationwide tour. The top 5( don't quote me)  from the Nationwide automatically qualify for the tour for the following year.

  2. You don't have to be good, go to pga.com and click "join PGA of America"  you can do anything with money.

If you are interested in being a touring pro, you have to get certification from the PGA (classroom instruction as well as physical performance is required).   Typically these graduates end up being golf club pros, but they do have the ability to go to "Q school" (qualifying school) which is a grueling series of golf tournaments where only a few of the top players win a PGA Tour card and have the ability to enter themselves in PGA TOUR events.

The phrase "These guys are good" is an understatement, these guys are on a different planet than the average golfer, even in a different world from guys who shoot par at local courses.  These guys would shoot in the 50's on a regular basis at your average municipal course.
