You would have to have a business idea and a clear vison what kind of business you want to do. Vision always shows you the way to go. Ask other businessman in your country how did they start, find your self a tutor or a business partner. Find out what are the business laws in your country. You do not always have to have a lot of money in order to start the business. It really depends on nature of the business itself. But you can't do it without right connections and a clear vision.
