How to breed dwarf puffers? HELP!?

Question

i have 3 dwarf puffers, 1 male and 2 females in a 28 gal. tank what should i do to get them to spawn? (also the male is skinny and never seems to hunt the snails, and he just sits around all day, is this a problem if so what should i do?
