I don't know your specific mobile provider.  But even if you have internet on your phone, you typically need a data plan at extra cost to use the internet from a phone with external devices (like laptop or PC).

Many will no longer even let you use a dial-up ISP on a mobile phone without a mobile data plan.  For example I was able to use Bluetooth to dial my cell phone, but without a data plan, it would not let PPP connect.  My company now got me mobile broadband with separate USB device.
