How to build a backyard skiing rail at minimal cost??

If you are making a box (Long wide sliding surface, Plastic on top) than I would advise using some 2x2's and nailing them together to make a rectangular prism shape. Than you will want to Use plastic called HDPE Plastic (High Density Polyethylene) for the top sliding surface. I just built one my self. The plastic isnt on them yet but you can get an idea of what the frame would look like. (Picture links below)

All in all its costing me 45$ with plastic but it lasts like 3 winters. So worth it!

If you are building a metal rail than you can do what I did And just go to your local metal shop and buy some metal. I got 2 pieces of 8 foot long steel rectangular piping for only 10$ each.
