Take the house blueprints and scale everything down to your desired size.  If the house has a 40x60' footprint but you want something that can fit on your desk top, divide all measurements by 30, to give you a 30:1 scale.  Using the example size above, that would give you a model 16" x 24" footprint.

Do the same to everything, including furniture sizings - divide by 30.
