Nothing.  eBay is completely safe, especially if you pay with PayPal.  No taxes, unless a specific store says so, just check the item description.

use paypal and read comments make sure buyers are leaving the comments not just sellers

As far as buying from another country; on the homepage at the lower left is the global site. Other countries might impose a tax; good rule of thumb.....can't speak the language use a web page translator:

look for "Translate a webpage" ...copy/paste web address without the http:// into the area provided choose your languages to the right and search the page( even if eBay Japan) and look in their Help topics.
