How to call 1-800 numbers from the Philippines?

A friend's WoW account got hacked and we're trying to call Blizzard's Billing people to report it and reset the password. Does anyone know how to call their 1-800 numbers from the Philippines?

The numbers are listed as 1-800-592-5499 and 1-800-041-378

800 toll-free numbers are for America only, but there is a way around it!!  here is how I done it!!

get a calling card and use the access-number to call the 800 number, that's the only way you can do that!!
