  1. You can do it for free from your PC if you have a headset and microphone.

Try using EarthCaller, by Jaduka Labs.  EarthCaller is free PC-to-phone calls to anywhere in USA/Canada from your PC web browser.

It is free while still in Beta development phase.

Otherwise, use a VoIP service like CallCentric.  They provide a free downloadable softphone that runs on your PC.  Then use your charge card, or Pay-Pal, to purchase $10 in pre-paid calling minutes.  Rates are only 1.98 cent/min anywhere in USA/Canada and many parts of Europe and Asia.  No contracts, no recurring fees, no extra charges.

Or, if you don't want to use your PC to make calls, you can use VoIP services like CallCentric, and InPhonex as a Calling Card gateway from your regular telephone.  For example, they both have local call card gateways in Miami and Jacksonville, Florida.  Calls through CallCentric  local calling card gateway only cost 1.98 cent/min to USA/Canada destinations.  No access fees.

  2. You can also use a phone card or talk to your phone company to have the block removed either permanently or temporally.
